Carlos Leonardo has dedicated the last 10 years to strengthening the cyber ecosystem of the Dominican Republic. He has been a key figure in the cybercrime unit of the National Police, serving as a digital forensic analyst and cybercrime investigator, and leading the 24/7 Network against cybercrime.

He has participated in technical committees for the National Cybersecurity Strategy and the creation of the National Cybersecurity Center and its National CSIRT, he also led the creation of the National CSIRT, establishing its operational and procedural bases.

At the international level, he has supported various governments and regional organizations in the development of incident response capabilities and regional cooperation in cybersecurity, participating in United Nations working groups to promote the responsible use of ICTs and the drafting of conventions against the criminal use of cyber technologies.
